Building on international and Mainland experience, the report suggests a policy focus on demand creation, system integration, and market signalling to encourage a hydrogen pathway for Hong Kong SAR. Policy design should maintain a system integration perspective for hydrogen, making explicit its interactions with transport operations, logistics planning, safety governance, and regional connectivity. Finally, the research report recommends a timely review of certification standards on a five-year basis to ensure a low-carbon transition that brings wider society gains.
