Progress towards Hong Kong’s carbon neutrality target depends not only new technologies, but on the city’s climate and energy data system. Hong Kong already has numerous building blocks in place for a holistic data framework, such as a growing smart meter network, ambition to lead in green finance, and an ecosystem of civic, academic, and business stakeholders combatting climate change. In this report, we identify and detail the importance of three challenges in advancing HK’s climate infrastructure: Delayed and inconsistent scheduling release of greenhouse gas reporting, Lack of access to electricity load curve data, Outdated and fragmented data collection methods.
