Civic Exchange’s latest report, Learning for a Greener Future, reveals major gaps in Hong Kong’s education system when it comes to preparing young people for climate and biodiversity challenges. Based on an analysis of 482 secondary school development plans, the report finds that 73% made no mention of sustainability, and fewer than 2% referenced climate change or biodiversity. The report highlights five key barriers to effective Education for Sustainable Development (ESD): fragmented policy, cultural resistance, undertrained educators, lack of resources, and poor stakeholder coordination. To address this, it proposes an action roadmap spanning policy, schools, teachers, youth, and community engagement.
