In this report, we draw from leading jurisdictions to put forth how Hong Kong could advance its greenhouse gas (GHG) and energy data. The report builds on our earlier publication, Rewiring Hong Kong’s Climate Data Systems, which identified three key gaps in Hong Kong’s climate infrastructure. In the report, we put forth several recommendations to build on its existing strengths to a more coherent and policy-relevant system: Clear leadership and coordination. Technical capacity with continuity. Phased introduction of provisional estimates.
