Chloe Chan is a Research Analyst at Civic Exchange with a focus on formulating decarbonisation roadmaps for power and transport. She models emissions and costs associated with energy supply. Prior to working on carbon neutrality and energy policy, she conducted academic research on energy insecurity, energy justice, and environmental sustainability, and has authored several papers and two book chapters on the just energy transition.

Chloe holds an MPhil in Environmental Science, Policy and Management and a BEng in Chemical and Environmental Engineering from The Hong Kong University of Science and Technology.
